OBJECTIF

Le but de la consultation est d accompagner toutes les actions de communication de l UNICEF a travers les activites liees au 30e anniversaire de la CDE, d appuyer l organisation des differentes Journees Internationales et surtout de participer à la visibilite des actions des donateurs de l UNICEF au Cameroun.

ACTIVITES, LIVRABLES ET PERIODES, PLUS LE BUDGET PAR LIVRABLE

  • Accompagner toutes les activites liees a la celebration des 30 ans de la CDE au Cameroun
  • Appuyer sur la communication de l UNICEF pendant les journees Internationales au Cameroun
  • Appuyer pour la mise en oeuvre du plan de communication du Bureau Pays
  • Rendre visibles les actions des donateurs a travers les descentes sur le terrain, les visites Natcom et voyages de presses
  • Produire un document presentant les divers donateurs et leurs apports
  • Appuyer les sous Bureaux Bertoua et Maroua en matiere de communication

QUALIFICATIONS, EXPERIENCE ET COMPETENCES SUPPLEMENTAIRES

Diplôme universitaire (Master 2 ou Bac+4 au moins) en communication, sciences sociales, droit ou domaines apparentés.

Le/la consultant(e) devra avoir les qualifications suivantes :

  • Expérience professionnelle générale d au moins 5 ans
  • Bonne notion des questions de l Urgence et de l’Humanitaire
  • Très bonne notion en élaboration et suivi des politiques publiques
  • Très Bonne maitrise des TIC, notamment Internet
  • Bonne utilisation des réseaux sociaux (Facebook, Twitter, YouTube, WhatsApp, etc.)
  • Expériences avérées en Communication des Organisations et Communication Institutionnelle
  • Bonnes capacités de synthèse, d analyse et de travail en équipe et sous pression

Bonne notion de l’organisation des évènements

CONDITIONS DE TRAVAIL

  • Le consultant sera base au sein du Bureau UNICEF de Yaoundé
  • Un ordinateur portable devra être mis à  la disposition du consultant(e) avec les logiciels appropries pour son travail
  • Une connexion internet permanente devra également être mise e la disposition du Consultant(e)
  • Ses déplacements dans le cadre du travail seront assures par le bureau de l UNICEF.
  • Le consultant devra justifier une couverture personnelle par une assurance santé en cours de validité. L’UNICEF ne lui offre pas d assurance santé.

SUPERVISION

Le/la consultant(e) travaillera sous la supervision du Chief Partnership Advocacy and Communication, en parfaite collaboration avec l’Equipe PAC et les Chefs des différents Sous-Bureaux et Sections de l UNICEF.

PROPOSAL SUBMISSION

Application shall be submitted to UNICEF Cameroon before the deadline containing the following required documentation:

  1. Technical Proposal: Consultant shall prepare a proposal in response to the ToR, ensuring that the purpose, objective, scope, criteria and deliverable of the assessment are addressed. Draft work plan and timeline for the assessment should be included. The technical Proposal shall also include updated CV and personal history Forms (P11) of the consultant, and copies of 2 assessments performed previously by the consultant.
  2. Financial Proposal: Offer with cost breakdown: Consultancy fees, travel costs, Daily Substance Allowance (DAS) other costs. The Financial Proposal shall be submitted in a separate file, clearly named Financial Proposal

NOTE:

The Financial Proposal should contain the following information

  • Fee for services to be provided based on the deliverables in the Terms of Reference
  • Wherever possible, indicate the itemized cost of the travel (air tickets etc.) if an international consultation, and subsistence costs for your stay in the country.

The maximum number of points will be allotted to the lowest Financial Proposal that is evaluated and compared among those technical qualified candidates who have attained a minimum 49 points in the technical evaluation. Other Financial proposals will receive points in inverse proposition to the lowest price.
