1. Objet
Dans le cadre de l’exécution des projets d’investissements publics pour le compte de l’Exercice Budgétaire 2021, le Maire de la Commune de BIBEY, Autorité Contractante, lance un Appel d’Offres National Ouvert, comprenant un lot unique, pour l’exécution des travaux de Réhabilitation d’un bloc de deux salles de classe et la construction de trois latrines à l’École Publique de METEP dans la Commune de BIBEY, Département de la Haute Sanaga.

2. Consistance des prestations
Les travaux comprennent les tâches suivantes dont la liste n’est pas exhaustive :

• Les travaux préparatoires ;
• Les terrassements ;
• Les fondations ;
• Les maçonneries en élévation ;
• La charpente et couverture ;
• Les menuiseries ;
• L’électricité ;
• La peinture ;
• Les VRD ;
• Etc.

3. Délai de livraison
Le délai maximum d’exécution prévu par le Maître d’Ouvrage pour la réalisation de ces travaux est de Trois (03) mois.

4. Allotissement
Le dossier est constitué d’un lot unique

5. Participation et origine
La participation au présent Appel d’Offres est ouverte à égalité de conditions aux sociétés, Entreprises ou Groupement d’Entreprises, de droit camerounais, exerçant dans le domaine des Bâtiments et Travaux Publics.
Par le présent Avis d’Appel d’Offres, les entreprises intéressées sont invitées à fournir dans leurs offres, les informations authentiques qui permettront de retenir celle (s) pouvant réaliser les prestations après une évaluation approfondie et objective de son dossier.

6. Financement
Les travaux objet du présent Appel d’Offres sont financés par le Budget d’Investissement Public du Ministère de l’Education de Base, Exercice 20201 suivant le tableau ci-après :

Le dossier d’Appel d’Offres peut être consulté aux heures ouvrables à la Mairie de Bibey, Service de la Passation des Marchés, téléphone 655290654/ 674 531016, dès publication du présent avis.

8. Acquisition du dossier
Le Dossier d’Appel d’Offres peut être obtenu aux heures ouvrables à la Mairie de Bibey, Service de la Passation des Marchés, dès publication du présent avis, contre présentation de l’original de la quittance de versement de la somme non remboursable de TRENTE QUATRE MILLE (34.000) F CFA représentant les frais d’acquisition du dossier, payable à la Recette Municipale de BIBEY.

– Présentation des offres :
Les documents constituant l’offre sont répartis en trois volumes ci-après contenus dans une enveloppe fermée et scellée dont :

•  L’enveloppe A contenant les pièces administratives (Volume 1) ;
•  L’enveloppe B contenant l’offre technique (Volume 2) ;
•  L’enveloppe C contenant l’offre financière (Volume 3).

Les offres ainsi présentées seront placées sous simple enveloppe, fermée et scellée portant uniquement la mention de l’Appel d’Offres en cause. Les différentes pièces de chaque offre seront numérotées dans l’ordre du DAO et séparées par des intercalaires de même couleur.

9. Remise des offres
Chaque offre rédigée en français ou en anglais en sept (07) exemplaires dont un (01) original et six (06) copies marqués comme tels, conformément au Dossier d’Appel d’Offres, devra être déposée contre récépissé sous plis fermé, auprès de la Mairie de Bibey (Service de la Passation des Marchés) au plus tard le 25 fevrier 2021 à 11 Heures et devra porter la mention :

10. Cautionnement provisoire
Chaque Soumissionnaire devra joindre à ses pièces administratives une caution de soumission établie par une banque de premier ordre agréée par le Ministère chargé des Finances et dont la liste figure dans la pièce 11 du DAO d’un montant : TROIS CENT QUARENTE MILLE (340.000) Francs CFA et valable pendant trente (30) jours au-delà de la date originale de validité des offres.

11. Recevabilité des offres
Sous peine de rejet, les autres pièces administratives requises devront être impérativement produites en originaux ou en photocopies certifiées conformes par le service émetteur, ou une autorité administrative (Préfet, Sous-préfet’) conformément aux stipulations du Règlement Particulier de l’Appel d’Offres.
Elles devront obligatoirement être datées de moins de trois (03) mois précédant la date de dépôt des offres ou avoir été établies postérieurement à la date de signature de l’Avis d’Appel d’offres.
Toute offre non conforme aux prescriptions du présent Avis et du Dossier d’Appel d’Offres sera déclarée irrecevable. Notamment l’absence de la caution de soumission délivrée par une banque de premier ordre agréée par le Ministère chargé des Finances ou le non-respect des modèles des pièces du Dossier d’Appel d’Offres, entraînera le rejet de l’Offre.

12. Ouverture des plis
L’ouverture des plis se fera en (01) temps. L’ouverture des pièces administratives et des offres financières aura lieu le 25 février 2021 à 12 heures précises par la Commission Interne de Passation des Marchés auprès de la commune de BIBEY (CIPM), située au sein de ladite Commune.
Seuls les soumissionnaires peuvent assister à cette séance d’ouverture ou s’y faire représenter par une personne de leur choix dûment mandatée.

13. Critères d’évaluation
L’évaluation des offres se fera en trois (03) étapes :

1ère étape : Vérification de la conformité du dossier administratif de chaque soumissionnaire.
2e étape : Evaluation technique des offres administrativement conformes.
3e étape : Vérification des offres financières des entreprises dont les offres ont été reconnues techniquement qualifiées et administrativement conformes.

Les critères d’évaluation des offres sont les suivants :

1- Critères éliminatoires
1.1- Pièces administratives
a) Dossier incomplet ou pièces non conformes, sous réserve des dispositions du point I.1 de la Circulaire N°002/CAB/PM du 31 Janvier 2011 relative à l’amélioration de la performance du système des marchés publics ;
b) Pièce falsifiée (la CRPM et l’Autorité Contractante se réservent le droit de procéder à l’authentification de tout document présentant un caractère douteux).
c) absence de la caution de soumission

1.2 – Offre technique
a) Fausse déclaration, documents falsifiés ou scannés ;
b) Non existence dans l’offre technique de la rubrique « organisation, méthodologie et planning » ;
c) Non satisfaction, au moins, de 70% des critères essentiels ;

1.3 : Offre financière
a) Offre financière incomplète ;
b) Omission dans l’offre financière d’un prix unitaire quantifié ;
c) Absence d’un sous-détail de prix.

2 : Critères essentiels
L’évaluation des offres techniques sera faite sur la base de 11 critères essentiels ci-dessous :
a) Le personnel d’encadrement de l’entreprise sur 06 critères ;
b) Le matériel de chantier à mobiliser sur 03 critères ;
c) La méthodologie d’exécution sur 01 critère ;
d) LA référence de l’entreprise sur 01 critère.

14. Attribution
Le Maire de la Commune de BIBEY, Autorité Contractante, attribuera le marché au soumissionnaire dont l’offre, qualifiée techniquement, aura été évaluée la moins-disante après vérifications de ses prix et jugée substantiellement conforme au Dossier d’Appel d’Offres.

15. Durée de validité des offres
Les Soumissionnaires restent engagés par leur offre pendant Quatre-vingt-dix (90) jours à partir de la date limite fixée pour la remise des offres.

16. Renseignements complémentaires
Les renseignements complémentaires peuvent être obtenus aux heures ouvrables à la Commune de BIBEY (Service de la Passation des Marchés).

Toute tentative de corruption avérée ou faits de mauvaises pratiques devra être signalée par écrit et messagerie téléphonique au Ministre Délégué à la Présidence de la République chargé des Marchés Publics avec copies au Président de la Commission Nationale Anti-Corruption (CONAC) et au Délégué Régional des Marchés Publics du Centre aux numéros suivants : 673 20 57 25 et 699 37 04 48.

1. Objet

2. Consistance des prestations
Les travaux comprennent notamment :

– La construction du champ photovoltaïque ;

– Equipements du local technique ;

– Installation et mise en ‘uvre des équipements;
– Génie civil ;
– Construction d’un réseau basse tension ;
– Prestations diverses.

3. Coût prévisionnel
Le coût prévisionnel d’exécution à l’issue des études préalables est de Cent millions(100 000 000) Francs CFA.

4. Délai de livraison
Le délai maximum d’exécution prévu par le Maître d’Ouvrage pour la réalisation des travaux est decinq (05) mois.Ce délai courtà compter de la date de notification de l’ordre de service de démarrage des travaux ou à la date indiquée dans ledit ordre de service.

5. Allotissement
Les travaux objet du présent Appel d’Offres sont regroupés en un (01) lot unique.

6. Participation et origine
La participation au présent Appel d’Offres est ouverte à toutes entreprises ou sociétés de droit camerounais justifiant des capacités techniques et financières pour la réalisation des travaux objet du présent Appel d’Offres.

7. Financement

14. Critères d’évaluation
1. Critères Éliminatoires
Les critères éliminatoires porteront essentiellement sur :
1. L’absence de la caution de soumission ;
2. La pièce administrative non conforme et non régularisée dans les 48 heures après dépouillement;
3. La fausse déclaration ou pièce falsifiée;
4. L’absence d’un prix unitaire quantifié dans ” l’Offre financière ” ;
5. La note technique inférieure à 70% de oui;
Sous peine de rejet, la caution de soumission et l’attestation de domiciliation bancaire du soumissionnaire doivent être impérativement produites en originaux, les autres pièces en originaux ou en copies certifiées conformes. Ces justifications administratives doivent dater de moins de trois (03) mois et être conformes aux modèles.

2. Critères essentiels
Les critères essentiels relatifs à la qualification des candidats porteront sur :

NB : chaque critère sera validé après satisfaction de :
75% des ouipour les critères à 3/4 sous-critères ;
66% des oui pour les critères à 2/3 sous-critères ;
50% des oui pour les critères à 1/2 sous-critères ;

15. Attribution
Le marché sera attribué au soumissionnaire remplissant les capacités techniques et administratives requises et présentant l’offre financière évaluée la moins disante.

16. Durée de validité des offres
Les soumissionnaires restent engagés par leurs offres pendant quatre-vingt-dix (90) jours à compter de la date initiale de dépôt des offres.

1. Objet
Le Maire de la Commune d’Obala, Autorité Contractante, lance un Appel d’Offres National Ouvert en procédure d’urgence pour les travaux de construction de deux (02) Parcs de vaccinogènes à Obala et à Lékié assi, Commune d’Obala, Département de La Lékié Région du centre.

2. Consistance des prestations
Les travaux, objets du présent Appel d’Offres comprennent la construction d’un Parc de Vaccination à Obala. Ceux-ci sont constitués essentiellement des travaux du gros ‘uvres (travaux préliminaires, terrassement, fondation, travaux de maçonnerie, charpente et couverture) et ceux du second ‘uvre (enduits-chapes-divers, menuiserie bois et métallique, etc’). Ces travaux sont répartis en deux (02) lots suivant le tableau ci-après :

La participation au présent Appel d’Offres est ouverte aux entreprises de droit camerounais ayant des compétences dans le domaine et possédant une bonne expérience dans la réalisation des travaux de Génie Civil et justifiant des capacités techniques et financières pour la bonne réalisation des travaux.

5. Financement
Les travaux, objets du présent Appel d’Offres sont financés par le Budget d’Investissement Public (BIP MINEPIA), exercice 2021, d’un montant de 8 000 000 (huit millions) de FCFA par lot.

6. Consultation du dossier
Le dossier d’Appel d’Offres peut être Consulté au Service Technique de la Commune d’Obala (Service de la passation des marchés), dès publication du présent avis.

7. Acquisition du dossier

10. Ouverture des plis
L’ouverture des plis se fera en un temps à la commission interne de passation des marchés de la Commune d’Obala. L’ouverture des offres administratives, des offres techniques et financières aura lieu le 25 février 2021 à 13 h, par la Commission Interne de passation des Marchés de la Commune d’Obala,
Chaque soumissionnaire peut assister à cette séance d’ouverture ou s’y faire représenter par une personne de son choix ayant une connaissance parfaite de ses offres.

11. Critères d’évaluation
Critères éliminatoires:
Les principaux critères éliminatoires sont:
a- dossier incomplet (Technique ou financier) ;
b- fausses déclarations ou pièces falsifiées ;
c- Omission d’un même prix quantifié dans l’offre financière (bordereau des prix unitaires, devis quantitatif et estimatif, sous détail des prix);
d- Absence de la Caution de soumission ;
e- Non-conformité du modèle de soumission.

N.B : En cas d’absence ou de non-conformité d’une pièce du dossier administratif lors de l’ouverture des plis, un délai de quarante-huit (48) heures est accordé aux soumissionnaires concernés pour produire ou remplacer la pièce en question.

– LES PRINCIPAUX CRITERES DE QUALIFICATION
L’offre technique sera évaluée selon le mode binaire (Oui/Non)
Ainsi, à titre indicatif, les sous critères tirés des critères ci-dessous du dossier de soumission seront retenus pour l’évaluation de l’offre technique :

i) L’expérience du personnel d’encadrement ;
ii) Les références de l’entreprise ;
iii) La disponibilité du matériel et des équipements essentiels ;
iv) Le délai d’exécution ;
v) L’accès à une ligne de crédit ou autres ressources financières ;
vi) CCAP et CCTP paraphés datés et signés ;
vii) La visite des lieux ;
viii) La méthodologie ;
ix) La présentation de l’offre suivant le modèle du RPAO.
Le non-respect de 82.14 % de « OUI » entrainera l’élimination de l’offre.
Seules les soumissions qui auront obtenues 23 OUI sur 28 pour l’analyse des offres techniques seront admises à l’analyse des offres financières.

12. Attribution
Le Maire de la Commune d’Obala attribuera le marché au soumissionnaire dont l’offre aura été évaluée la moins disante et remplissant les capacités financières, techniques et administratives requises résultant des caractères dits essentiels ou ceux dits éliminatoires jugée conforme au Dossier d’Appel d’Offres.

13. Durée de validité des offres
Les soumissionnaires restent engagés par leur offre pendant une durée de 90 jours à compter de la date fixée pour la remise des offres.

Le délai maximum prévu par le Maître d’Ouvrage pour la réalisation des travaux, objet du présent appel d’offres est de Trois (03) mois.

Les travaux seront exécutés en deux lots conformément à l’allotissement ci-après :
Lot 1 : Réaménagement de l’entrée principale de la ville de Ngan-Ha et intersections dans la Commune de Ngan-Ha OU
Lot 2 : Réhabilitation de la route communale Ngan-Ha – Yenwa- Nganguène (10 km) dans la Commune de Ngan-Ha

La participation au présent appel d’offres est ouverte à toutes entreprises ou sociétés de Bâtiment et de Travaux Publics de droit camerounais justifiant des capacités techniques et financières pour la réalisation des travaux objet du présent Appel d’Offres.

7. Financement
Les travaux objet du présent appel d’offres sont financés par le Budget d’Investissement Public de TExercice 2021 (MINDDEVEL et MINTP).

8. Consultation du dossier

11. Cautionnement provisoire
Chaque soumissionnaire doit joindre à ses pièces administratives, une caution de soumission établie par une banque de premier ordre agréée par le Ministère chargé des finances et dont la liste figure dans la pièce 12 du DAO, d’un montant de 800 000 (Huit cent mille) francs CFA pour le lot 1 et 540 000 (Cinq cent quarante mille) francs CFA pour le lot 2 valable pendant trente (30) jours au-delà de la date originale de validité des offres.

12. Recevabilité des offres
Sous peine de rejet, les pièces du dossier administratif requises doivent être produites en original ou en copies certifiées conformes par le service émetteur ou une autorité administrative (Préfet, Sous-préfet,…), conformément aux stipulations du Règlement Particulier de l’Appel d’Offres.
Elles doivent dater de moins de trois (03) mois précédant la date originale de dépôt des offres ou avoir été établies postérieurement à la date de signature de l’Avis d’Appel d’Offres.
Toute offre incomplète conformément aux prescriptions du Dossier d’Appel d’Offres sera
déclarée irrecevable. Notamment l’absence de la caution de soumission délivrée par une banque
de premier ordre agréée par le Ministère chargé des Finances.

13. Ouverture des plis
L’ouverture des plis se fera en un temps. L’ouverture des pièces administratives, des offres
techniques et financières aura lieu le 17 FEV 2021 à 15 heures 00 par la Commission Interne de Passation des Marchés de Ngan-Ha dans la salle de délibérations de la Commune de Ngan-Ha.
Seuls les soumissionnaires peuvent assister à cette séance d’ouverture ou s’y faire représenter par une personne de leur choix dûment mandatée.

14. Critères d’évaluation
1. Critères éliminatoires
Les critères éliminatoires porteront essentiellement sur :

Sous peine de rejet, la caution de soumission et l’attestation de domiciliation bancaire du soumissionnaire doivent être impérativement produites en originaux, les autres pièces en originaux ou en copies certifiées conformes. Ces justifications administratives doivent dater de moins de trois (03) mois et être conformes aux modèles.

2. Critères essentiels
Les critères relatifs à la qualification des candidats porteront à titre indicatif sur:
A. Chiffre d’affaires ;
B. Références ;
C. Expérience du personnel technique ;
D. Disponibilité du matériel essentiel ;
E. Capacité de préfinancement ;
F. Présence de la méthodologie, planning et approvisionnement.
Seuls les soumissionnaires ayant obtenu une note d’au moins 70% à révaluation technique seront admis à Canalyse de Coffre financière.

15. Attribution
L’Autorité Contractante attribuera le Marché au Soumissionnaire dont l’offre a été reconnue conforme pour l’essentiel au Dossier d’Appel d’offres et qui dispose des capacités techniques et financières requises pour exécuter le Marché de façon satisfaisante et dont l’offre a été évaluée la moins-disante en incluant le cas échéant les rabais proposés.

16. Durée de validité des offres
Les soumissionnaires restent engagés par leur offre pendant quatre-vingt-dix (90) jours à partir de la date limite fixée pour la remise des offres.

14. Critères d’évaluation
1. Les principaux critères éliminatoires sont :
– l’absence de la caution de soumission délivrée par une banque de premier ordre ou une compagnie d’assurance agréée par le Ministère chargé des Finances ;
– l’absence, la non validité ou la non-conformité des autres pièces administratives après épuisement d’un délai de 48 heures pour produire les pièces conformes ;
– dossiers techniques et financiers incomplets;
– fausses déclarations ou pièces falsifiées,
– l’absence d’un prix unitaire quantifié
– Critères essentiels évalués à moins de 34 OUI sur 48.
Sous peine de rejet, la caution de soumission et l’attestation de domiciliation bancaire du soumissionnaire doivent être impérativement produites en originaux, les autres pièces en originaux ou en copies certifiées conformes. – La disponibilité du matériel de chantier et de la logistique ;
– La méthodologie et l’organisation du travail ;
– La présentation de l’offre conformément aux prescriptions du RPAO.

15. Attribution
Sur proposition de la Commission Interne de Passation des Marchés auprès de la Commune de Meiganga, l’Autorité Contractante, attribuera la lettre-commande au soumissionnaire présentant l’offre la moins disante et remplissant les capacités techniques et administratives requises.

16. Durée de validité des offres
Les soumissionnaires restent engagés par leurs offres pendant une période de 90 jours, à compter de la date de remise de leurs offres.
