Dans le cadre de l’exécution du Budget d’investissement Public, Exercice 2020, le Maire de la commune d’arrondissement de Maroua 3 Autorité Contractante (AC), lance pour le compte de la Mairie d’arrondissement de Maroua 3 (Maître d’Ouvragé (MO)), un Avis d’Appel d’Offres National Ouvert, pour l’exécution des travaux de construction d’un bloc d’hospitalisation au CSI de DOUGOI dans la commune d’arrondissement de Maroua 3 du département du Diamaré, région de l’Extrême-nord

4. Délai de livraison
Le délai maximum d’exécution prévu par le Maître d’Ouvrage (MO) est de trois (03) mois calendaires à compter de la date de notification de l’Ordre de Service de commencer les travaux. Ce délai comprend les périodes de pluies, toutes les intempéries et sujétions diverses et court à compter de la date de notification de l’Ordre de Service de commencer les travaux.

La participation au présent Avis d’Appel d’Offres est ouverte aux Entreprises de droit Camerounais, ayant une expérience avérée dans le domaine de la construction des Bâtiments et du Génie-Civil et justifiant des capacités techniques et financières requises pour la réalisation des travaux objet du présent Avis d’Appel d’Offres. Par le présent Avis d’Appel d’Offres, les entreprises intéressées sont invitées à fournir dans leurs offres, les informations authentiques qui permettront de retenir celle pouvant réaliser les prestations après une évaluation approfondie et objective de son dossier.

7. Financement
Les travaux, objet du présent Appel d’Offres, sont financés par le FEICOM, Exercice 2020, sur la ligne d’Imputation Budgétaire : ………………………………. et Autorisation de Dépense :…………………………………… pour un coût estimatif TTC de treize millions (13 000 000) Francs CFA.

Dès publication du présent avis, le Dossier d’Appel d’Offres peut être consulté aux jours et heures ouvrables auprès de Secrétariat de la Commune d’arrondissement de Maroua 3ème sise à Maroua, au numéro de téléphone : 697722857.

9. Acquisition du dossier
Le Dossier d’Appel d’Offres peut être obtenu au Secrétariat de la Commune d’arrondissement de Maroua III, dès publication du présent avis, sur présentation d’une quittance de versement d’une somme non remboursable au titre de frais d’achat du dossier de Trente mille franc CFA (30 000) francs CFA à la Commune d’arrondissement de Maroua III.

11. Cautionnement provisoire
Chaque soumissionnaire devra joindre à ses pièces administratives une caution de soumission (conforme au modèle joint en annexe) établie par une Banque de premier Ordre ou une compagnie d’assurance agréée par le Ministère en Charge des Finances et dont la liste figure dans la pièce 12 du DAO, d’un montant de deux cent soixante mille (260 000) francs CFA et valable pendant trente (30) jours au-delà de la date originale de validité des offres.

12. Recevabilité des offres
Sous peine de rejet de l’offre, les autres pièces administratives requises (en cours de validité) devront être Impérativement produites en originaux ou en copies certifiées conformes par le service émetteur ou une autorité administrative, datant de moins de trois (03) mois et valides le jour de l’ouverture des plis, conformément aux stipulations du Règlement Particulier de l’Appel d’Offres. Elles devront obligatoirement être en cours de validité conformément à la réglementation en vigueur. Toute offre non conforme aux prescriptions du présent Avis et au Dossier d’Appel d’Offres sera déclarée irrecevable. Notamment l’absence de la caution de soumission délivrée par une banque de premier ordre ou une compagnie d’assurance agréée par le Ministre chargé des Finances ou le non-respect des modèles des pièces du Dossier d’Appel d’Offres, entraînera le rejet pur et simple de l’offre sans aucun recours.

13. Ouverture des plis
L’ouverture des plis se fera en un (01) temps le 28/04/2020 à 15 heures précises dans la salle des réunions de la Commune de Maroua Ill, en présence des soumissionnaires. Seuls les soumissionnaires peuvent assister à cette séance d’ouverture ou s’y faire représenter par une seule personne (même en cas de groupement) de leur choix ayant une parfaite connaissance du dossier.

14. Critères d’évaluation
13. Evaluation des offres

L’évaluation des offres se fera en trois (03) étapes :

1ère étape : Vérification de la conformité du dossier administratif de chaque soumissionnaire ;
2ème étape : Evaluation technique des offres administrativement conformes ;
3ème étape :Vérification des offres financières des entreprises dont les offres ont été reconnues techniquement qualifiées et administrativement conformes.

Les critères d’évaluation des offres sont les suivants :

13.1. Critères éliminatoires

13.1.1. Pièces administratives

– Absence d’une pièce administrative ;
– Existence ou détention d’une pièce falsifiée dans le dossier administratif ;
– Fausse déclaration dans le Dossier Administratif

13.1.2. Offre technique

a) Documents falsifiées ;
b) N’avoir pas abandonné un marché au cours des trois(03) dernières années et ne figurant pas sur la liste des entreprises défaiilantes établie par le Ministre des Marchés Publics » ;
c) Non satisfaction, au moins, à trente-deux (32) critères essentiels sur quarante-neuf (49).

13.1.3. Offre financière

a) Offre financière incomplète ;

b) Pièces non conforme ;

c) Omission dans l’offre financière d’un prix unitaire quantifié ;

d) Absence d’un sous-détai! de prix ;

e) Sous-détail de prix irréaliste et erroné.

13.2. Critères essentiels

L’évaluation des offres techniques sera faite sur la base des 49 critères essentiels ci-dessous :

a) Présentation sur 03 critères ;
b) Le personnel d’encadrement de l’entreprise sur 13 critères ;
c) Le matériel de chantier à mobiliser sur 12 critères ;
d) La méthodologie d’exécution sur 10 critères ;
e) Références et capacité de préfinancement de l’entreprise sur 11 critères.

15. Attribution
Le Maire de la commune d’Arrondissement de Maroua lllème. Autorité Contractante (AC), attribuera le marché au soumissionnaire dont l’offre, qualifiée techniquement, aura été évaluée la moins-disante après vérifications de ses prix et jugée substantiellement conforme au Dossier d’Appel d’Offres.

16. Durée de validité des offres
Les soumissionnaires restent engagés par leurs offres pendant une période de quatre-vingt-dix (90) jours, à compter de la date limite fixée pour la remise des offres.

1. Objet
The Governor of North West Region, Delegated Delegated Contracting Authority, launches in an emergency procedure, an Open National Invitation to Tender for the Construction Works at the Regional Delegation of Basic Education, North West Region.

These Construction works take into account aspects of building constructions according to current standards and to the rules of art.

2. Consistance des prestations
The works include supplies and necessary implementations for the full completion of the Construction of the structure.

The works are defined within the norms and standards of construction of public contract, in the general terms of order of works and bill of quantities and cost estimated in this contract.

3. Coût prévisionnel
The estimated cost after preliminary studies is 150 000000 FCFA (One hundred and fifty thousand million FCFA).

The maximum time of works in a provisional state of acceptance is Six (06) months deducted as from the date of notification to start work to the Contractor.

10. Recevabilité des offres
Each bidder must attach to his/her administrative bid the bid bond equal to tiie sum of Three Million (3 000 000) francs CFA, established by a first class financial institution approved by the Ministry of Finance. 12. Recevabilité des offres
Under risk of being rejected, administrative documents must be produced in originals or true copies certified by the issuing services of the required administrative documents (Examples: Taxation Officials, Bank Officials, etc.) or by Administrative Authorities as the case may be (Example: SDO, DO etc) and must imperatively be produced in accordance with the Special Tender Regulations. They must obligatorily not be older than three (03) months or must not be produced after the submission of the Tender File. Double certification shall not be accepted. Any bid that shall not be in conformity with the prescriptions of this notice and tender file shall be declared null and void, especially bids containing a bid bond not issued directly in the bidder’s name by a first rate bank approved by the Ministry in charge of Finance.

The bid bond which shall only be released by the Contracting Authority shall be released for unsuccessful bidders not later than thirty (30) days after the period of bid validity. For the successful bidder to whom the contract will be awarded, the bid bond shall be returned to the Contractor by the Contracting Authority once the final bond has been provided.
Bidders shall remain committed to their bids for a period of ninety (90) days from the last date for the submission of Tenders, that is, the tenders shall be valid for 90 (ninety) days with effect from their submission deadline.

Tender conformity shall be evaluated as per the following:

Absence of a document in the administrative file and which is not submitted within 48 hours upon crequest
False declaration or forged documents ;
Absence of bid bond or bid bond less than 400,000 FRS.
NB: Bid bond for a group of enterprises must bear the name of mandated enterprise with the names ofthe other enterprises mentioned as well

– Execution period longerthan prescribed in the Tender file
– Technical evaluation mark less than 80%(non-respect of80% of the essential criteria);
– Absence of quantified unit price (omission of a unitprice in the financial bid).
– Bidders who have beensuspended from public procurements (Contracts)

B) Essential Criteria They are primordial or key modalities in thejudgmentof the technical and financial capacity of candidates to execute the tasks forming the subject of the Invitation to Tender.
They were determined in relation to the nature and content of the tasks to be executed.Hence in the evaluation of:-
