1. Objet
Le Maire de la Commune d’Obala, Autorité Contractante, lance un Appel d’Offres National Ouvert en procédure d’urgence pour les travaux de construction d’un bloc de deux salles de classe à l’École Publique d’Elomzok, Commune d’Obala, Département de La Lékié Région du centre.

2. Consistance des prestations
Les travaux, objets du présent Appel d’Offres comprennent la construction d’un bloc de deux salles de classe dans la Commune d’Obala. Ceux-ci sont constitués essentiellement des travaux du gros ‘uvres (travaux préliminaires, terrassement, fondation, travaux de maçonnerie, charpente et couverture) et ceux du second ‘uvre (enduits-chapes-divers, faux-plafonds, menuiserie bois et métallique, électricité, peinture). 3. Délai de livraison
Le délai maximum d’exécution prévu par le Maître d’Ouvrage pour la réalisation de ces travaux est de Trois (03) mois.

5. Participation et origine
La participation au présent Appel d’Offres est ouverte à égalité de conditions aux sociétés, Entreprises ou Groupement d’Entreprises, de droit camerounais, exerçant dans le domaine des Bâtiments et Travaux Publics.
Par le présent Avis d’Appel d’Offres, les entreprises intéressées sont invitées à fournir dans leurs offres, les informations authentiques qui permettront de retenir celle (s) pouvant réaliser les prestations après une évaluation approfondie et objective de son dossier.

6. Financement
Les travaux objet du présent Appel d’Offres sont financés par le Budget d’Investissement Public du Ministère de l’Education de Base, Exercice 20201 suivant le tableau ci-après :

Le dossier d’Appel d’Offres peut être consulté aux heures ouvrables à la Mairie de Bibey, Service de la Passation des Marchés, téléphone 655290654/ 674 531016, dès publication du présent avis.

8. Acquisition du dossier
Le Dossier d’Appel d’Offres peut être obtenu aux heures ouvrables à la Mairie de Bibey, Service de la Passation des Marchés, dès publication du présent avis, contre présentation de l’original de la quittance de versement de la somme non remboursable de TRENTE QUATRE MILLE (34.000) F CFA représentant les frais d’acquisition du dossier, payable à la Recette Municipale de BIBEY.

– Présentation des offres :
Les documents constituant l’offre sont répartis en trois volumes ci-après contenus dans une enveloppe fermée et scellée dont :

•  L’enveloppe A contenant les pièces administratives (Volume 1) ;
•  L’enveloppe B contenant l’offre technique (Volume 2) ;
•  L’enveloppe C contenant l’offre financière (Volume 3).

Les offres ainsi présentées seront placées sous simple enveloppe, fermée et scellée portant uniquement la mention de l’Appel d’Offres en cause. Les différentes pièces de chaque offre seront numérotées dans l’ordre du DAO et séparées par des intercalaires de même couleur.

9. Remise des offres
Chaque offre rédigée en français ou en anglais en sept (07) exemplaires dont un (01) original et six (06) copies marqués comme tels, conformément au Dossier d’Appel d’Offres, devra être déposée contre récépissé sous plis fermé, auprès de la Mairie de Bibey (Service de la Passation des Marchés) au plus tard le 25 fevrier 2021 à 11 Heures et devra porter la mention :

10. Cautionnement provisoire
Chaque Soumissionnaire devra joindre à ses pièces administratives une caution de soumission établie par une banque de premier ordre agréée par le Ministère chargé des Finances et dont la liste figure dans la pièce 11 du DAO d’un montant : TROIS CENT QUARENTE MILLE (340.000) Francs CFA et valable pendant trente (30) jours au-delà de la date originale de validité des offres.

11. Recevabilité des offres
Sous peine de rejet, les autres pièces administratives requises devront être impérativement produites en originaux ou en photocopies certifiées conformes par le service émetteur, ou une autorité administrative (Préfet, Sous-préfet’) conformément aux stipulations du Règlement Particulier de l’Appel d’Offres.
Elles devront obligatoirement être datées de moins de trois (03) mois précédant la date de dépôt des offres ou avoir été établies postérieurement à la date de signature de l’Avis d’Appel d’offres.
Toute offre non conforme aux prescriptions du présent Avis et du Dossier d’Appel d’Offres sera déclarée irrecevable. Notamment l’absence de la caution de soumission délivrée par une banque de premier ordre agréée par le Ministère chargé des Finances ou le non-respect des modèles des pièces du Dossier d’Appel d’Offres, entraînera le rejet de l’Offre.

12. Ouverture des plis
L’ouverture des plis se fera en (01) temps. L’ouverture des pièces administratives et des offres financières aura lieu le 25 février 2021 à 12 heures précises par la Commission Interne de Passation des Marchés auprès de la commune de BIBEY (CIPM), située au sein de ladite Commune.
Seuls les soumissionnaires peuvent assister à cette séance d’ouverture ou s’y faire représenter par une personne de leur choix dûment mandatée.

13. Critères d’évaluation
L’évaluation des offres se fera en trois (03) étapes :

1ère étape : Vérification de la conformité du dossier administratif de chaque soumissionnaire.
2e étape : Evaluation technique des offres administrativement conformes.
3e étape : Vérification des offres financières des entreprises dont les offres ont été reconnues techniquement qualifiées et administrativement conformes.

Les critères d’évaluation des offres sont les suivants :

1- Critères éliminatoires
1.1- Pièces administratives
a) Dossier incomplet ou pièces non conformes, sous réserve des dispositions du point I.1 de la Circulaire N°002/CAB/PM du 31 Janvier 2011 relative à l’amélioration de la performance du système des marchés publics ;
b) Pièce falsifiée (la CRPM et l’Autorité Contractante se réservent le droit de procéder à l’authentification de tout document présentant un caractère douteux).
c) absence de la caution de soumission

1.2 – Offre technique
a) Fausse déclaration, documents falsifiés ou scannés ;
b) Non existence dans l’offre technique de la rubrique « organisation, méthodologie et planning » ;
c) Non satisfaction, au moins, de 70% des critères essentiels ;

1.3 : Offre financière
a) Offre financière incomplète ;
b) Omission dans l’offre financière d’un prix unitaire quantifié ;
c) Absence d’un sous-détail de prix.

2 : Critères essentiels
L’évaluation des offres techniques sera faite sur la base de 11 critères essentiels ci-dessous :
a) Le personnel d’encadrement de l’entreprise sur 06 critères ;
b) Le matériel de chantier à mobiliser sur 03 critères ;
c) La méthodologie d’exécution sur 01 critère ;
d) LA référence de l’entreprise sur 01 critère.

14. Attribution
Le Maire de la Commune de BIBEY, Autorité Contractante, attribuera le marché au soumissionnaire dont l’offre, qualifiée techniquement, aura été évaluée la moins-disante après vérifications de ses prix et jugée substantiellement conforme au Dossier d’Appel d’Offres.

15. Durée de validité des offres
Les Soumissionnaires restent engagés par leur offre pendant Quatre-vingt-dix (90) jours à partir de la date limite fixée pour la remise des offres.

16. Renseignements complémentaires
Les renseignements complémentaires peuvent être obtenus aux heures ouvrables à la Commune de BIBEY (Service de la Passation des Marchés).

1. Objet
Within the frame-work of the 2021 Public Investment Budget, the Contracting Authority (the Lord Mayor Wum Council), hereby representing the State of Cameroon, launches an Open National Invitation to tender for the Rehabilitation of a Block of 02 Classrooms and Head Teacher’s Office at Government Practicing School Wum Group I at Kesu in Wum Municipality Menchum Division North West Region

2. Consistance des prestations
The works subject of this Invitation to Tender shall require the Rehabilitation of a Block of 02 Classrooms and Head Teacher’s Office at Government Practicing School Wum Group I at Kesu in Wum Municipality Menchum Division North West Region. The works and service required are found in the detail description mentioned in the respective bills of quantities and cost estimates.

3. Coût prévisionnel
The estimated cost of the operations (tasks) following feasibility studies stands for fourteen million two hundred thousand (14 200 000) CFA Francs.

4. Délai de livraison
The maximum execution deadline provided for by the Project Owner for the execution of the works subject of this tender shall be sixty (60) calendar days with effect from date of notification of the Service Order to start execution.

5. Allotissement
The works subject of this invitation to tender shall be in one lot defined with specifications as in the table below: Rehabilitation of a Block of 02 Classrooms and Head Teacher’s Office at Government Practicing School Wum Group I at Kesu. Works, which form the subject of this Invitation to Tender, shall be financed as per the programmed budget head of the 2021 Public Investment Budget (PIB 2021- MINEDUB) of the Republic of Cameroon.

11. Cautionnement provisoire
Each bidder shall enclose in his administrative documents a bid bond issued directly in the bidder’s name by a first rate bank approved by the Ministry in charge of Finance and that shall respect the model in this tender file featuring on the list in document 12 of the tender file and valid for sixty (60) days beyond the original date of the validity of the offers for amount of two hundred four thousand (284 000) CFA Francs

12. Recevabilité des offres
Under risk of being rejected, administrative documents must be produced in originals or true copies certified by the issuing services of the required administrative documents (Examples: Taxation Officials. “Bank Officials, etc.) or by Administrative Authorities as the case may be (Example: SDO. DO etc…) and must imperatively be produced in accordance with the Special Tender Regulations. They must obligatorily not be older than three (03) months or must not be produced after the submission of the tender tile. Double certification shall not be accepted. Any bid that shall not be in conformity with the prescriptions of this police and tender file shall be declared null and void, especially bids containing a bid bond not issued directly in the bidder’s name by a first rate bank approved by the Ministry in charge of Finance. The bid bond which shall only be released by the Contracting Authority shall be released for unsuccessful bidders not later than thirty (30) days after the period of bid validity. For the successful bidder to whom the contract will be awarded, the Bid Bond shall be returned to the contractor by the Contracting Authority once the final bond has been provided.

Bidders shall remain committed to their offers for a period of sixty (60)days from the last date for the submission, that is the tenders shall be valid for 60 (sixty) days with effect from their submission deadline

NB: The contractor shall, present the originals of the respective certified documents for strict verification of their authenticity during site installation.

13. Ouverture des plis
Bids shall be opened by the Tenders Board in a single phase on the 17 February 2021 at 11 am local time in the conference hall of the Wum council premises. Only bidders or their authorized representatives having a perfect knowledge of the file may attend the bid opening session. – Absence of quantified unit price (omission of a unit price in the financial bid).

B) Essential Criteria

They are primordial or key modalities in the judgment of the technical and financial capacity of candidates to execute the tasks forming the subject of the invitation to tender. They were determined in relation to the nature and content of the tasks to be executed. Hence in the evaluation of:

– (i) Technical documents, it shall be the binary method (YES or NO) based on the following distribution of points:

-Any Bid that shall not obtain 75% evaluation in the technical documents shall simply be rejected.

-Details of these main qualification criteria are specified in the evaluation grid found in the Special Tender Regulations (RPAQ).

(ii) Financial Offer, it shall consist of going through the bill of quantities in reference to the unit price schedule and the sub detail of unit prices.

15. Attribution
The contract shall be awarded to the lowest bidder who must have fulfilled the administrative, technical and financial requirements.

11. Cautionnement provisoire
Chaque soumissionnaire doit joindre à ses pièces administratives, une caution de soumission établie par une banque de premier ordre agréée par le Ministère chargé des finances et dont la liste figure dans la pièce 12 du DAG, précisant le montant forfaitaire en francs CFA pour chaque lot et valable pendant trente (30) jours au-delà de la date originale de validité des offres suivant le tableau ci-dessous :

12. Recevabilité des offres
sous peine de rejet, les pièces du dossier adminisiratif requises doivent être produites en originaux ou en copies certifiées conformes par le service émeteur ou une autorité administrative,
confornément aux stipulations du Règlement Particulier de l’Appel d’Offres.
Elles doivent être datées de moins de trois (03) mois précédant la date originale de dépôt des offres ou avoir été établies postérieurement à la date de signature de l’Avis d’Appel d’Offres Elles devront en outre respecter les modèles du présent Dossier ‘Appel d’Offres.

toutes offre incomplet conformément aux prescriptions du dossier d’Appel d’Offres sera déclarée irrecevable. notamment l’absence de la caution de soumission délivrée par une banque de premier l’ordre agréée par le Ministère chargé des finances.

13. Ouverture des plis
L’ouverture des plis se fera en un temps.

l’ouverture des pièces administratives; des offres techniques et financières aura lieu le 09 /02/2021 _a 11 heures, par la commission interne de passation des Marchés Publics de Batié dans la salle de réunion de la Mairie.
Seuls les soumissionnaires peuvent assister à cette séance d’ouverture ou s’y faire représenter par une personne de leur choix dûment mandatée.

14. Critères d’évaluation
l’évaluation sera faite selon les critères ci-aprés défini:

1- critère éliminatoires
a. être dans la liste des entreprises suspendues par le MINMAP (Art. 92 a.09 du CMP)
b. Absence de la caution de soumission au terme du dépouillement
c. Absence d’une pièce administrative après 48 heures;
d. Fausse déclaration ou pièces falsifiées ;
e. le non respect de 70% de critères essentiels ;
f. absence d’un prix unitaire quantitfié dans le BPU ainsi que de son sous-détail.

2- critères essentiels

• Présentation générale de l’offre ;
• Références de l’entreprise dans les réalisations similaires ;
• Personnels ;
• Visite de site signée par le soumissionnaire accompagnée d’un rapport ;
• méthodologie d’éxécution::
• moyens matériels et logistiques compatible avec le travail à effectuer ;
• Offre financière.
• Capacité financière Supérieur ou égale à 1/3 du coût prévisionnel
• Attestation sur l’honneur de n’avoir pas abandonné un chantier antérieur

15. Attribution
Le soumissionnaire présentant l’offre évaluée la moins disant et remplissant toutes les capacités techniques requises résultant des critères dits essentiels et éliminatoires du DAO. sera adjudicataire de la présente lettre commande.

16. Durée de validité des offres
Les soumissionnaires restent tenus par leur offre pendant quatre-vingt-dix (90) jours a partir de la date limite fixée pour la remise des offres.

17. Renseignements complémentaires
Les renseignements complémentaires peuvent être obtenus aux heures ouvrables au Secrétariat Général ou Service Technique (Etage) de la Mairie de Batié. dès publication du présent avis.

1. Objet
Dons le codre de l’exécution du budget d’Investissement public, le Maire de lo Commune d’Arrondissement de Bofoussom IIéme, Maitre d’Ouvroge, lance un Appel d’Offres National Ouvert pour les travoux de construction d’un bloc maternel à l’EM de tougong village III lot no 1 et L’EM de dionkou lot no 2 dons lo Commune d’Arrondissement de Bofoussom IIéme.

2. Consistance des prestation
Les travaux, objets du présent Appel d’Offres comprennt la construction des Blocs Maternel cités ci-dessus et portent sur :

•  Travaux préparatoire ;
•  terrossement ;
•  fondotion ;
•  moçonnerle et élévation
•  charpente couverture-plafond
•  menuiserie métallique vitrerie
•  menuiserie bois
•  plomberie
•  peinture

3. Coût prévisionnel
coût prévisionnel de l’opération à l’Issue des études préalables est de vingt cinq Millions (25 000 000) francs FCFA/Bloc Maternel.

4. Délai de livraison
Le délai maximum d’exécution prévu par le Maître d’ouvrage pour la réalisation des travaux est de trois (03) mois.

6. Participation et origine
La participation au présent Appel d’Offres est ouverte oux entreprises de droit Camerounais ayant des compétences dons le domaine.

7. Financement
Les travaux, objet du présent Appel d’Offres sont financés par le Budget d’Investissement Public ; MINDDEVEL, exercice 2021 sur la ligne d’imputation budgétaire n°

8. Consultation du dossier
Dès pubiicotion du présent avis, le Dossier d’Appel d’Offres peut être consulté aux heures ouvrables au secrétariat particulier du Maire de la Commune d’Arrondissement de Bofoussam IIéme aux jours et heures ouvrables, tél: 233. 44. 53. 14.

9. Acquisition du dossier
Le Dossier d’Appel d’Offres peut être obtenu au secrétariat particulier du Maire de la Commune d’Arrondissement de Bafoussam II éme, tél: 233. 44. 53. 14, dès publication du présent avis, contre une quittance de versement d’une somme non remboursable de 30 000 f par lot (Trente mille) CFA par lot, payable à la Recette Municipalede de la Commune d’Arrondissement de Bafoussam IIéme.

10. Remise des offres
Chaque offre rédigée en français ou en anglais en Sept (07) exemplaires dont un (01) original et six (06) copies marquées comme tels, devra parvenir au Secrétariat particulier du Maire de la Commune tél: 233. 44.53.14, au plus tard le 12 Févier 2021 à 10HOO, déposée contre récépissé et devra porter la mention:

11. Cautionnement provisoire
Chaque soumissionnaire devra joindre à ses pièces administratives une caution de soumission conforme au modèle joint en annexe établie par une banque de premier ordre agréée par le Ministère en charge des finances et dont la liste est annexée DAO, d’un montant de 500 000 f (cinq Cent Mille) CFA par lot, et valable pendant 30 jours au-delà de la date originale de validité des offres.

12. Recevabilité des offres
Sous peine de rejet, les pièces du Dossier Administratif requises doivent être produites en originaux ou en copies certifiées conformes par le service émetteur ou une autorité compétente, conformément aux stipulations du Règlement Particulierde l’Appel d’Offres.
Elles doivent dater de moins de trois (03) mois précédent la date originale de dépôt des offres ou avoir été établies postérieurement à la date de signature de l’Avis d’Appel d’Offres.
Toute offre Incomplète conformément aux prescriptions du Dossier d’Appel d’Offres sero déclarée irrecevable.

13. Ouverture des plis
L’ouverture des plis se fera en un temps. L’ouverture des Offres Administratives, des OffresTechniques et Financières aura lieu le 12 /02 /2021 à 11 heures par la Commission Interne de Passation des Marchés de la Commune siégeant dans la salle des Actes.
Seuls les soumissionnaires peuvent assister à cette séance d’ouverture ou s’y faire représenter par une personne de leur choix dûment mandatée.

14. Critères d’évaluation
Critères éliminatoires: Dossier administratif :
a) Absence de Caution ou pièce administrative non conforme et non régulorisée dans les 48 heures.
b) Fausse déclaration, pièces falsifiées ou scannées ;
c) Capacité financière < au 1/3 du montant prévisionnel ;
d) Obtenir moins de 70% de oui des critères essentiels ;
e) Omission dons l’offre finoncière d’un prix quontifié.
f) Déclaration sur l’honneur de n’avoir pas abandonné un chantier au cours des 03(trois) dernières années,
mais aussi ne pas figurer sur la liste des Entreprises défaillantes annuellement publiée par l’ARMP et le
MINMAP.

Critères de qualification
L’évaluation des offres tehniques sera faite suivant le système binaire (oui/non) sur la bose des critères essentiels de quolification ci-dessous:
a) Références de l’entreprise;
b) Matériel de chantier à mobiliser;
c) Personnel d’encadrement de l’entreprise;
d) Méthodologie et organisation;
e) Offre financière ;
f) Présentation de l’offre.

Seuls les soumissionnaires qui auront obtenu ou moins 70% de oui seront admis 6 l’analyse financière.

15. Attribution
Le Maître d’Ouvrage attribuera le Marchté au soumissionnaire dont l’offre aura été techniquement qualifiée et évaluée la moins-disante.

16. Durée de validité des offres
Les soumissionnoires restent engagés par leurs offres pendant une durée de quatre-vingt-dix (90) jours à partir de la date fixée pour la remise des offres.
