ICT SUPPORT CONSULTANT

Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Objective

The objective of this consultancy is to provide high quality ICT support in the maintenance of hardware and software as well as   technical support in preparation for the relocation of the regional and country office to Diamniadio.

The main responsibilities of the Individual ICT Consultant are, in close cooperation with the Regional and HQ ICT sections, to provide UN Women with consultancy services while improving the ICT infrastructure which shall include but not limited to: Hardware, Software, Data base, and ICT relocations   activities. The Consultant will be tasked to ensure the compliance of the Office with the corporate ICT standards and requirements during this period of moving to Diamniadio and transition.

 

Duties and Responsibilities
The following duties and responsibilities are indicative and subject to further detailing through specific requests to be made during the contract duration.

Working under the overall guidance of the Chief, Information and Communications Technology (ICT) and the direct supervision of the ICT Analyst, the consultant is expected to provide consultancy services for the below listed activities which might require full time presence in the regional office:

Provide IT support:

Provide daily on-site support on the usage of software and hardware to the UN Women Senegal RO/CO offices;
Performance of routine technical tasks, including changing of hardware electronic components (disks, memories, network wiring, power sources, etc.) and routine repairs.
Provide technical support to the installation and maintenance of all communication systems including mobile and satellite phones.
Provide technical support to conference management and simultaneous interpretations systems, remote simultaneous interpretations, Video conferencing, digital signage and maintenance.
Troubleshoot on operational IT problems, provide assistance in finding solution.
Provide IT support in organization of events at external locations as necessary;
Assist in preparation of specifications and configurations for purchasing of computer equipment and/or expendable materials.
Ensure efficient networks administration:

Monitor the network connection on a daily basis to ensure stable and responsive network environment.
Track and monitor AV and ICT support requirements for upcoming conference support requirements against both approved calendar and non-calendar meetings.
Response to user needs and questions regarding network access
Provide administrative support regarding ICT issues:

Maintain inventory and stock of supplies and spare parts in cooperation with the Procurement Unit; .
Coordinates deployment of assets management and live tracking systems
Provide ICT support to key events.
Informational Security Compliance certification

Monitoring and follow up actions related to quarterly InfoSec compliance report
Response to incidents raised by HQ InfoSec team
Providing technical support for the office move to Diamniadio:

Provide technical support to inventory all IT/Network/Security equipment and help determine if it still meets the needs of the new office.
Provide assistance with the preparation of a list of equipment that needs to be replaced or upgraded and assist with the proper disposal of equipment that is no longer needed.
Performs other related duties as required.
Performance Indicators for Evaluation of Results:

Quality end-user support and advice to the staff;
ICT equipment and LAN maintained operational and in good working conditions;
End users computers protected from virus attacks;
Quality ICT support given to UN Women office;
Quality of work and timeless of outputs.
DELIVERABLES, AGAINST ESTIMATED TIMEFRAMES:

      Deliverables will be based on monthly reports.

Payments will be made in installments after the work is reviewed and approved by the ICT Analyst and the relevant RO staff.

The time needed to complete all works will be agreed with the ICT Analyst and the relevant RO staff. prior to being carried out. The Consultant needs to fill out a breakdown of the tasks performed, as per the to detail the work that was completed and will be paid based on the number of days worked.

Duration of the assignment

The total duration of the contract is tentatively planned for up to 4 calendar months starting from June 2024 with the possibility of extension subject to the positive performance and funds availability.

Management arrangements

Organizational Setting: The ICT Consultant will work under the overall guidance of the Chief, Information and Communications Technology (ICT) and the direct supervision of the ICT Analyst

Travel

No travels are envisaged under the current assignment. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UN Women and the ICT Consultant, prior to travel performance evaluation.

Consultant’s performance will be evaluated against such criteria as: timeliness, responsiveness, initiative, communication, accuracy, and quality of the products delivered.

Financial arrangements

Payment will be disbursed monthly, upon submission and approval of deliverables and timesheets with actual days worked and certification by the Operations Manager that the services have been satisfactorily performed.

FUNCTIONAL COMPETENCIES: 

Good knowledge of PC/LAN operating systems, Microsoft Windows, corporate ICT security and virus protection systems.
Good PC hardware troubleshooting skills.
Good knowledge of video conferencing and telecommunication.
Good knowledge of database packages.
Ability to perform a variety of standard specialized and non-specialized tasks and work processes.
Ability to review a variety of data, identify and adjust discrepancies.
Required Skills and Experience
Education and certification

Completion of secondary education is required;
Bachelor’s degree in computer science is an asset;
Cisco Certified Network Engineer (CCNE) required.
Experience:

At least 5 years of progressively responsible in network administration and use of hardware/software, telecommunications facilities.
Network administration with experience in computer networking -TCP/IP routing, switching, knowledge of the design implementation and maintenance of the information and telecommunications systems and services or other relevant areas.
Strong experience in providing technical support to internal users.
Experience with international organizations will be an asset.
Languages:

Fluency in French (both oral and written) is required for this position and working knowledge of English is desirable.
